Technically, both partners are at risk. Assuming bareback means unprotected, then anyone having this kind of sex is at some risk of contracting a disease, including HIV, the virus that leads to AIDS. This is because a person can get lacerations easily during anal sex. 

It is best advised to get tested before having unprotected sex with someone. Make sure they get tested too. If they are unwilling to get tested, then you should probably not sleep with them. =)
